Policy Proposal: Minimum Pay Standards and Equal Rights for Physical/Sports Teachers and Coaches

1️⃣ Introduction
Sports and physical education teachers play a vital role in shaping the health, discipline and overall development of students. Despite their importance, many private sports teachers face low pay, job insecurity and lack of recognition. This policy proposal aims to establish minimum pay standards and advocate for equal rights under the Indian Constitution.

2️⃣ Rationale for Minimum Pay Standards
A. Constitutional Support
Right to Education (Article 21A): Ensures that sports and physical education are fundamental to school education.
Right to Equality (Articles 14, 16): Demands equal pay for sports teachers and their counterparts in other academic subjects.
Right against Exploitation (Article 23): Prevents unfair pay and contract violations.

B. Current Challenges
❌ Private sports teachers often receive lower salaries than other subject teachers.
❌ Lack of standardized salaries leads to job insecurity.
❌ Unrecognized contracts allow institutions to unfairly terminate sports teachers.
❌ No pension or social security benefits for long-term sports teachers.

3️⃣ Proposed Minimum Salary Structure

Primary School (Grade 1-5) PE Teacher ₹25,000 Health Insurance, PF
Middle School (Grade 6-8) PE Teacher ₹30,000 Annual Bonus, PF
High School (Grade 9-12) PE Teacher ₹40,000 Housing Allowance, PF
Sports Coach (Academies/Private Training) ₹50,000 Travel Allowance, PF
📌 Note: Salaries should be revised every 2 years based on inflation and experience level.

4️⃣ Policy Recommendations
✅ Mandatory minimum salary for private sports teachers - Schools and academies should comply with this.
✅ Standardized employment contract - Job security and fair benefits for all sports teachers.
✅ Inclusion in government grants – Private sports teachers should get government incentives.
✅ Recognition in National Education Policy (NEP) 2020 – Sports teachers should get equal professional status.
✅ Pension and Provident Fund (PF) benefits – Long-term job security for PE teachers and coaches.

5️⃣ Implementation Strategy
📌 Role of APEST:
🔹 Partner with government bodies (Ministry of Education and Sports Authority of India).
🔹 Conduct awareness campaigns to ensure pay norms are followed by institutions.
🔹 Provide legal aid to teachers facing pay discrimination.
🔹 Create a helpline for sports teachers to report job-related issues.

✔ Higher job security for private sports teachers.
✔ Better financial stability for PE teachers and coaches.
✔ Greater recognition and professional growth opportunities.
